Report to Dr. Lewis in Breezy Plains Outpost

Theory Test Dr. Lewis

Report to Dr. Lewis at the Breezy Plains Outpost once you're done meeting up with the Pathfinders assigned to you. Note that you can only challenge these Pathfinders after reaching the level cap of your current rank.

Talk to him and he will then give you an assessment, and passing this with a perfect score promotes you to the next rank.
