How to Unlock Bell Ringing at Dusk
Complete the Procrustes' Iron Bed Questline
To unlock Bell Ringing at Dusk, you must have completed the previous subquest of Hesperides of Love and Hate, Procrustes' Iron Bed! This includes the two quests under it, The Sun's Gilded Apple and House of the Soulless.

Go to the marked location
After beating the Snegoviks, head towards the Frozen Fulgurbranch Teleport Waypoint. Head up the nearby stairs and use the lift to get to the actual Fulgurbranch area.
Cryoculus 90 and 91 Locations
Before going to the Frozen Fulgurbranch, you can explore outside the house to get Cryoculus 90 and 91.

Use the power of the Rumblebranch to get up
After the cutscene, use the Rumblebranches to make your way upward. These can be activated by simply standing near them and waiting for lightning to strike.
Obtain the Rumbletwig
As you make your way up, you will find a Rumblebranch surrounded by Ledobugs. You need to activate this Rumblebranch using two Rumbletwigs.
Where to Find the Rumbletwigs

| 1 |  The first Rumbletwig can be found to the left of the inactive Rumblebranch. Use the Swirl Vortices to jump through the clouds and you will find the Rumbletwig on the highest cloud. |

| 2 |  Make your way back to the inactive Rumblebranch and the last Rumbletwig is a bit far off to the right on another cloud. You can head a bit back from the Rumblebranch and use another one on a cloud to glide down to the cloud, or just use any character like Wanderer or Ifa, to fly over to it. |

Upwards, up above the clouds
After depositing the Rumbletwigs, you can use the now activated Rumblebranch to finally reach the Cloudborne Altar. Activate the nearby Teleport Waypoint, prepare your strongest team, and head towards the altar when you're ready.
Defeat Pavlina
Head towards the altar and after a cutscene, you will be forced to fight Pavlina. Despite how she looks, she's not immune to Cryo, so just use your strongest team to deal with her and the quest line ends after another cutscene.
Cryoculus 96, 97, and 98 Locations
As you reach Rumblebranch, you can explore the mountain near the enemy's location to get Cryoculus 96, 97, and 98.
