Angelos' Heptades is Nicole's best-in-slot weapon, as she can easily cap the ATK buffs that it provides for every 1,000 ATK, and massively increase the damage output of off-field Hexerei characters.
It can also alleviate her ER needs when she creates a shield with her Skill.

Lan Yan can also make use of these buffs for a similar reason, as she can also provide a shield through her Elemental Skill. However, do note that you will need more ATK than she normally needs to fully capitalize on the buffs.

might be good for c4 yanfei?? also i think the hex buff only works for own chars based on the description

The phrasing in Genshin are always very... complicated and I can't find any useful information on this anywhere, so here goes: Do the effects of this weapon apply to other players in co-op too? I mainly play co-op and don't care about the meta very much, but it would be nice to actually contribute and work in a co-op team, you know?
