How to Unlock Burn the Storehouses and Stables
Complete Gunfire in the Silent Lands
Mean Streets of the Despicable unlocks after completing Gunfire in the Silent Lands where you will be granted access to the Snezhnayan Journal.
Once it is acquired, head to the marked location to trigger the quest. It is recommended to finish the second objective of the Great Deeds of the Tundra in the Everwinter Without Mercy Archon Quest to prevent interruptions.

Head to Zolnyy
Fast travel via the teleport waypoint in Zolnyy and take a few steps east to the Kvasnik Beverage Shop. From there head south to get to the bridge point of the settlement to trigger the quest. Alternatively, the nearest train station would be Snezhnograd's Central Station.

Confront the Izmaylovs
Walk over to the entrance of the bridge to overhear a dispute between Izmaylovs and Lunchkins regarding unpaid debt. Intervene when Lindenovich escalates his threats. He will then challenge you to a one-on-one duel. Tap with the right timing to deflect his attacks.
After he's defeated, Sofya will come out of hiding and explain the tension between the two factions. She will then urge you to go to their stronghold.
Cryoculus 57, 58, and 59 Locations
You can grab Cryoculi 57, 58, and 59 nearby before you proceed to the next objective.

Head for the Lunchkin Stronghold
Make your way to the Lunchkin Stronghold which is north of your point of origin. Once there, you will meet Zmei and Iryna. They will enlist your help in investigating the suspicious operations of the Izmaylovs. You will be tasked to retrieve their cargo and return to the stronghold.
Go to the Operation Location
Head to the the Statue of the Seven in front of Central Station's elevator. Walk down the flight to serves to observe the dealings between Lorie and his subordinate. Board the elevator down to the station to follow them.
Once on the platform, choose to look for a vantage point instead of blending into the crowd before the timer runs out. This will save you time in planning a route as the former option will automatically have you spot your target.
Cryoculus 54, 55, and 56 Locations
Cryoculi 54, 55, and 56 are also found within the vicinity of the station. You can grab these first before heading down via the elevator.

Investigate the Shipping Crates
Jump down on top the train Lorie boarded and head to its end carriage. Wait for them to change shifts before entering to retrieve the sample from their dubious cargo.
Retrieve the Sample
You will be spotted by Lorie and his henchmen, prompting you to climb up the train's roof. Another one-on-one duel will occur against Lorie. Much like the first battle with Lindenovich, time your hits according to the prompts onscreen. Once you have subdued Lorie, you will obtain the Peculiar Reagent Sample.
Sofya will then arrive on a sled as your getaway ride, hit the prompt timely to jump on it and escape the train.
Return to the Lunchkin Stronghold
Zmei will reveal that the Young Sire
that Lorie was serving is aiming to open the Shadow Realm.
You will then be informed that one of the Lunchkins, Gureva, has disappeared in one of their missions to infiltrate the Izmaylov stronghold. Fearing that she could be in mortal peril, Zmei will ask for your assistance in rescuing her.
