How to Unlock Where Flowers Awaken
Complete the True Moon Archon Quest
Unlock Where Flowers Awaken by completing the True Moon Archon Quest and its final sub-quest, Welkin Moon's Homecoming.
Go to the Nod-Krai Adventurer's Guild
Where Flowers Awaken begins at the Adventurer's Guild in Nasha Town, Nod-Krai. Talk to Katheryne there to begin the quest.

Explore Sumeru City

After the cutscene when talking to Katheryne, you will move as Collei in a strange version of Sumeru City. Follow the road into the city and up to the Akademiya. The quest will progress once you talk to Tighnari at the Akademiya.
There will be special quest NPCs and quest-exclusive scenes along the way. You can take your time exploring the city and talking to every NPC you can to get more information about this alternate timeline!
Enter Sumeru City to Check on the Situation
Once you're back in the POV of Traveler and Paimon, you're automatically teleported to the northern entrance of Sumeru City. Look for Tighnari and Collei near Bimarstan to progress the quest.
There are also NPCs you can talk to for extra dialogue along the way as you go down the road.
Go to the Sanctuary of Surasthana
After talking to Tighnari and Collei, you can immediately head towards the Sanctuary of Surasthana, where a group of guards are at the entrance.
Learn About the Situation from Everyone
Inside the Sanctuary of Surasthana, meet up with Alhaitham, Cyno, Cyrus, and Naphis to proceed with the quest.
