The EM boosts her Bloom and Hyperbloom reaction damage, while the ER makes her Burst easier to maintain, letting her consistently support the team.

Obtain from the Clink Clank Clash Event
Travelers will be able to obtain the Etherlight Spindlelute and its refinement material by participating in the minigames of the Clink Clank Clash event!

I think this weapon is also a viable option on Yae Miko even though it has a low base ATK. But its passive is a constant 30% buff to Yae's skill thunderbolts' DMG due to her Passive 2.
