To unlock the Questioning Melusine and Answering Machine world quest line, you must complete the prerequisite quests such as the Ancient Colors quest chain and A Fontainian Message world quest.
Go to The Steambird Office
Once the prerequisites are completed, the Questioning Melusine and Answering Machine quest will appear as soon as you approach The Steambird Office; which is located next to the region's Reputation Board in the Court of Fontaine.
