If you haven't done so yet, grab the Cape of the Raiju from the chest near the top of the mountain so that Fina can equip it. It's important that she stays alive during the fight since she's the main support, and halving Lightning damage will greatly help with that.
The combination of the Cape of the Raiju and Shell makes Fina extremely tanky and hard to kill. If you combine with Multi-Cover from the Warrior of Light, she'll be able to shield the entire party and comfortable tank all the Lightning attacks Ramuh throws at her.
Similar to the Liquid Thunder, Ramuh is only weak to Earth attacks. This means you will mainly be using the Warrior of Light, Lid, and the Onion Knight as your main attackers during the fight.
Ramuh will mainly attack using magic, meaning you can counter his damage output with Shell. Make sure that key party members, like Lid, the WoL user, or a tank Fina have increased magic resistance to help them stay alive.
If you feel like you're lacking damage output, you can buy up to 6 Earth Scrolls at Dilmagia and the Dwarven Forge to allow your other party members to target Ramuh's weaknesses. This can cost a lot of money and comes in a limited supply, so make a separate save first in case you end up wasting too much Gil.
Unless you're further into the game, or explored a bit more, you'll only have the Warrior of Light and Lid as Earth attackers when you unlock Ramuh. With this in mind, you can always come back and challenge this boss later once you're stronger and have more sources of Earth damage, like from Lid's Mechabo Upgrades or once you've obtained Onion Knight.
