How to Beat Belmodar
Exploit the Boss' Fire Weakness
Since the boss is weak to Fire, you'll want to have Rain spam Fire for the entire fight. Aside from dealing increased damage, it will also gain a stagger multiplier bonus, allowing you to stun them very quickly.
Spam Lasswell's Dawn Frost
As for Lasswell, you'll want him to use Dawn Frost since it's highest staggering move he has around this time. Once the boss has been staggered, you can swap to Blizzard for more damage or regular attacks to save MP.

Preserve Healing Items
During the fight, you should try not to use any healing items if nobody's at risk of dying. They'll be a lot more useful in the next major dungeon, where there are a bunch of undead enemies weak to healing, so you'll want to save your items for that instead.
