League II Blessings Want Every Playstyle to Be Overpowered
Correcting the Mistakes of Catalyst
RuneScape revealed the first batch of Combat Blessings coming to League II Equilibrium, showcasing the first three standard tiers and one God tier of the planned eight, as posted on developers Jagex' blog. The confirmed Blessings don't hold anything back and quickly ramp up in power. Jagex anticipated that players would scale so rapidly that they removed the 30k damage cap just for this League.
The classic MMORPG's second League is also correcting the mistakes of their first attempt by not restricting their Blessings to combat styles, instead making them more universal for players to experiment with builds. League II Equilibrium will also grant players up to three Blessing resets, with the first reset available from tier 1 and the other two opportunities available on further progression.
Along with removing microtransactions from treasure hunter, these changes continue to make RuneScape more accessible for more players.
Adrenaline, Huge HP, or Shield Build

The first tier of Blessings sets the tone for three very different foundations of resources players will build around. For players who want the most direct offensive choice, Adrenaline Junkie improves adrenaline generation, favoring combat styles that rely on special attacks like Necromancy.
Meanwhile, players who want to go for the defensive route can look into Big Boned, increasing maximum Life Points and turning a percentage of it into bonus damage. Theorycrafters have already started to map out how to maximize this effect through all the different items, equipment, and boosts found in the game.
Teragard's Aegis is the Blessing that theorycrafters are most excited for, since the bonuses it gives to wearing shields are positioning this underutilized off-hand as a reason to become viable in more difficult content. Even RuneScape's combat developer Sponge is excited to see the return of the Sword and Board playstyle (one-handed weapon plus shield) possibly make a triumphant return in the second League, as seen with his comments on Reddit.
Single-Target Burst, AoE Retaliation, or Armor-Based Damage

Builds that depend on rapid and multi-hitting attacks will lean toward Abyssal Cinders, as every attack is boosted by a percentage of Ability Damage. However, its secondary effect may prove to be underwhelming because of its low chance to trigger.
Barkscales turns defense into offense by reducing incoming damage based on armor value, then after taking enough hits, an AoE poison attack damages nearby enemies. Meanwhile, Striking Light continues its theme of armor-based damage while incentivizing shields, giving its users a cooldown-based bonus damage that's based on their ability damage and armor value.
Unlimited Adrenaline, Bottomless Food, or Cooldown Reduction

The third tier of Blessings marks a significant increase in power, removing the usual limitations placed on combat and resource management. Avernic Rampage gives its users a chance for their abilities and special attacks to cost no adrenaline when triggered on-attack, letting them spam all the expensive moves for free.
Eternal Sustenance enables players to bring the best food and use it without consequence, since having the Blessing means they no longer lose adrenaline or consume the food. This Blessing is made even more valuable in Equilibrium's region-locked progression, where a player's chosen areas will determine which consumables are available to them.
Steadfast Will empowers four specific abilities: Bash, Preparation, Reflect, and Revenge. Bash and Reflect follow the theme of armor-based damage with their new effects, while Preparation and Revenge get significant cooldown reductions to use them more often.
God Tier Refines Not Defines a Build

The first God Tier Blessing refines the builds established during the previous tiers. While players are free to choose their preferred blessing per tier, the God Blessings are determined by the choices made in earlier tiers. For example, as the Blessings are sorted by Chaos, Balance, and Order, choosing two Chaos Blessings will grant the player a Chaos God Tier Blessing.
The offensive option Demon's Mark calculates accuracy using the target's weakness, helping players use their preferred weapons against difficult enemies instead of changing their equipment to match their weakness type. Meanwhile, Splash Zone empowers area-of-effect and multi-target attacks and has an added effect for larger units, as area-of-effect abilities deal more damage per tile the enemy occupies.
Unlike the more situational alternatives, Sacred Fervor grants 30% cooldown reduction for all abilities and special attack cooldowns, regardless of combat style. Its universal positive effect allows players to be more flexible in what content they pursue, without needing to reset their Blessings.

These are only the first four tiers in RuneScape's upcoming second League, with the second half of three more standard tiers and the final God tier yet to be revealed. Players who participated in previous Catalyst League noted that these upgrades aren't as game-breaking when compared to the extreme outliers that were exclusive under Melee, but they did appreciate that the new League spreads the power around more equally.
League II Equilibrium's design revolves around letting players build themes that can work across Melee, Ranged, Magic, and Necromancy, without giving any unfair exclusive upgrade. While the values and tuning for certain Blessings may need another tuning pass, Equilibrium's blessings have already achieved their goal of supporting all four combat styles toward becoming overpowered.
