Head to Wyndon Stadium by either walking or by taking a Flying Taxi.

From Wyndon Stadium head straight down and enter the second house you see from the street.

 Battle the Trainer
Battle the trainer inside the house and once you defeat him he will give you the Rotom Catalog.
